EAC recommendation - water conservation bylaw

The Environmental Advisory Committee is recommending that we update the water conservation bylaw by:

  • Removing the requirement for “low flow plumbing fixture"[s]”. This recommendation is due both to the prevalence of these types of fixtures in retail stores, and the absence of enforcement opportunities.

  • Giving the CAO authority to implement Water Demand Management Measures, so there is a clear way to respond to required requests from our water provider to do so. This allows the CAO to enforce restrictions related to low water, like what we’re experiencing right now with reservoirs at low levels.

  • Remove water restriction dates. This would mean that you can’t water your lawn midday any time of the year.

Youth & Seniors Committee Reviews

After feedback from both the youth & seniors advisory committees, Council directed a review of the committees functions and requested that each committee provide a recommendation about the future of each committee.

The Youth Committee recommendations are that the committee continues to be appointed, but that their scope be increased to specify that training regarding local governance be provided, that Council makes more of an effort to request feedback, that they also provide feedback to administration as needed, and that their mandate include other volunteer opportunities.

The Seniors Committee recommends that the committee move to an ad-hoc committee rather than a standing committee, reduce its size to 6-9 members from 8-12, and that further recommendations be provided to Council in 2025.

Municipal Grants

This is a follow-up to our discussion on March 13 regarding civic grants and associated delegation. This bylaw was cleaned up a bit and it was made clear that Council will delegate granting certain smaller grants/awards to the Community Services, Environmental, and Arts advisory committees.
